Bob Horwitz heads Open Spectrum International, based in Prague, which works to increase public access to license-exempt radio bands, particularly in emerging democracies.

The OSI website monitors the reform of radio regulations around the world, providing technical data about the practicality of license-free bands and how widespread they are. OSI work with regulators and local activists so that someday, licensing short-range radio will seem like "selling sound waves to people who would like to have a conversation.”

Apart from spectum advocacy, Bob Horwitz is a well known writer on ICT politics going back to The Well, and an internationally renowned visual artist.
