Bob Horvitz is the founder and executive director of the Open Spectrum Foundation, with offices in Prague and Amsterdam, which works to increase public access to license-exempt radio bands, particularly in emerging democracies.

OSF monitors the reform of radio regulations around the world, providing reports about the practicality of license-free bands and how widespread they are. OSF works with regulators, equipment vendors and local activists to hasten the day when the licensing of radio devices will seem as unnecessary as "selling sound waves to people who would like to have a conversation."
